如何用英語表示“高等教育”

漢語說“高等教育”“高等數學”“高等動物”等，說成英語是high education (mathematics, animals)還是higher education (mathematics, animals)？許多同學可能認為是前者，因為漢語意思中并沒有比較意味，所以要用原級。恰恰相反，在這類結構中，英語習慣上也要用比較級。如以下例句均摘自權威詞典：

Cuts in public spending mean that fewer people can go on to higher education. 公共經費的減少將意味著有更多的人不能接受高等教育。

It's a policy of making higher education available to all and not just a privileged few. 這是一項使高等教育面向全民而并非少數人的特權的一項政策。
