“胡錦濤總書記在紀(jì)念改革開放30周年大會上的講話”作為重要的政治文件，被列入由中國外文局和英國外交部共同組建的中英聯(lián)合翻譯工作委員會近期的重點工作。該文件由《北京周報》組織人員翻譯后，先后經(jīng)過英國外交部專家和中國翻譯協(xié)會組織的專家討論修改，于2009年4月27日首先在《北京周報》（英文版）上刊登（http://www.bjreview.com/Key_Document_Translation/2009-04/27/content_194200.htm）。該譯文同時被其他各主要網(wǎng)站轉(zhuǎn)載，如《中國網(wǎng)》（http://www.china.org.cn/archive/2009-05/11/content_17753659.htm），《中國老齡門戶網(wǎng)》（http://www.cnca.org.cn/en/iroot10073 /4028e47d20e6cce701212d17153f02b1.html）等。由此可見，這份文件的英譯本是中外專家共同努力的產(chǎn)物，是作為標(biāo)準(zhǔn)譯文向社會鄭重推出的。但令人遺憾的是，該英譯本仍存在不少語言表達(dá)和疏忽方面的問題，其中最嚴(yán)重的是竟然把我國1978年進(jìn)出口總額206億美元翻譯成了20.6美元（$20.6）。鑒于該文件的嚴(yán)肅性，筆者不揣冒昧把其中發(fā)現(xiàn)的一些問題提出來，就教于譯者和各位專家學(xué)者。如有不當(dāng)之處，敬請批評指正。

一、大小寫問題

“三個代表”和“兩個凡是”都是中國文化特色的術(shù)語，為何在譯文中，the “Three Represents” 用大寫，而the “two whatevers” 卻用小寫？存在不一致問題。

二、名詞單復(fù)數(shù)問題

1. We have made the necessary cuts in the numbers of military personnel, while weaponry has been greatly improved.

【問題分析】numbers沒有理由使用復(fù)數(shù)形式。

2. We must link the effort to develop social productive forces with the effort to improve the cultural and ethical quality of the whole nation, pursuing coordinated development of material and spiritual civilization, and promote the vigorous development and prosperity of culture more conscientiously and actively.

【問題分析】“物質(zhì)文明”和“精神文明”是兩種文明，因此material and spiritual civilization中的civilization應(yīng)改用復(fù)數(shù)形式civilizations。
