under discussion和on discussion 哪個(gè)表示“在討論中”？

有網(wǎng)友在“英語答疑網(wǎng)”提出如下問題：

on discussion 和 under discussion 都可表示“在討論中”，都是固定搭配（都用介詞on且都不用冠詞）。請(qǐng)問它們有區(qū)別嗎?

在下列工具書中只有under discussion，沒有on discussion。

1. 郭杰克主編《當(dāng)代英語搭配大詞典》(高等教育出版社  2002年11月第1版)P459:

Their case is under discussion.

2. 簡清國主編《建宏۰外研社英漢多功能詞典》(外語與教學(xué)研究出版社1997年1月第1版)P422:

the question under discussion

3. 王文昌主編《英語搭配大詞典》(江蘇教育出版社1991年1月第1版)P495:

That’s another topic that will come under discussion.

Don’t deviate from the subject under discussion.

4. 張道真編著的《現(xiàn)代英語用法詞典》(重排本) (外語教學(xué)與研究出版社1994年10月第1版) P348:

be [come] under discussion

The question is still under discussion.

That has no relation to the matter under discussion.

That’s another topic that came under discussion.

5. 周國珍主編的《大學(xué)英語詳注詞典》（上海交通大學(xué)出版社 2002年9月第一版）P324:

under discussion 

Their case is now under discussion.

 6.《柯林斯COBUILD高階英漢雙解學(xué)習(xí)詞典》(外語教學(xué)與研究出版社 2011年7月第1版)P737:

If something is under discussion, it is still being talked about and a final decision has not yet been reached.

“The proposals are still under discussion,” she said.

7.《麥克米倫高階英漢雙解詞典》 (楊信彰等譯   外語教學(xué)與研究出版社  2005年10月第1版 )P577:

be under discussion(=being discussed) 

Proposals for changing existing system are currently under discussion.

8. Longman Dictionary of Contemporary English(English۰Chinese) (Fourth Edition) (光盤版):

under discussion(=being discussed)

the project is under discussion as a possible joint venture.

9.《牛津高階英漢雙解詞典》(第7版) (商務(wù)印書館 2009年 4月第3版) P569:

The plans have been under discussion (=being talked  about) for a year now.

10.(日) 市川繁治郎主編《英語搭配大辭典》(外語教學(xué)與研究出版社2006年10月第1版) P523:

under discussion

The bill, then under discussion in committee, seemed doomed to die before reaching the Senate floor.

另外，在英美國家的語料庫中也極少有on discussion的真實(shí)例證。

①在BNC 上共有247例包含 under discussion 的例句，但僅有一例包含 on discussion 的例句：

I'm not seeking to close down on discussion about item three, one and three, three but in view of the discussion we took this morning,…

② 在COCA 共有403例包含 under discussion 的例句，但僅有一例包含on discussion的例句：

2005 Person centered planning activities had a positive effect on parent participation in IEP/TP meetings, but not on discussion of post-school issues during the meetings.

由此看來，under discussion 表示“在討論中”是正確的表達(dá)形式；on discussion雖不能說絕對(duì)錯(cuò)誤，但在英國英語和美國英語中幾乎沒有人使用。
