高考英語對倒裝的考查比較有規律，其主要考點為：否定詞置于句首時引出的部分倒裝，“only+狀語”置于句首時引出的部分倒裝，類似so do I形式的部分倒裝。

1. It was announced that only when the fire was under control ______ to return to their homes.

【分析】C。根據英語語法習慣，當“only+狀語”置于句首時，其后句子要用部分倒裝，可排除A和D。再比較“火勢得到控制”和“居民被允許回到家”這兩個動作的先后關系，可排除B，因為根據情理，應該是先控制火勢，然后居民才能回家。
