在It is suggested that...句式中，其中that引導的主語從句通常用“should+動詞原形”這樣的虛擬語氣，其中的should在美國英語中通常省略，句首的it為形式主語。如：

It is suggested that the question should be discussed at the next meeting. 有人建議在下次會上討論這個問題。
